Weather there is a ring or button I think they work the same way, I would pull wheel and start over, prolly simple thing

A short to ground

It sounds like the 12 Volt wire that the horn buttons switches has found an alternate and continuous short to ground. Check your wiring down the steering column; some insulation on that 12 Volt wire may have been dinged when you were working in there.

 

you won't
have 12 volts in the steering column wire it is a ground wire that goes to the horn relay. I would take apart what you have and then see if the horn sounds. if not touch the wire to a ground anywhere it should sound then. If it does then the problem is in the way you assembled the discs.

 

Horn contact fault

As previous pointed out by another member the horn ring just grounds the relay to close the contacts and feed the horns. If it goes continuously it means the wire is grounded.if you remove the horn ring assembly and the problem goes away you can assume that the wire is not shorted to ground but the fault lies in the contact assembly. See if you can find a diagram of how it goes together. Look for any broken or damaged insulators that could allow the button to go to ground.
