have a 69 c10 and inside roof in front is rusted thru, can purchase a replacement panel but not sure how to replace. does windshield have to be remover and dont want to cut too deep to hit outside roof. any suggestion as to diy?

First timer and I have a 69 K10 short box. I'm reassembling the front clip and I can figure out if I'm supposed to be putting the inner fender lip on the outside of the fender lip or is the inner fender lip supposed to be inside the fender lip? any help would be appreciated.
