Hi Mark, yes, it punches and flairs all in one shot. You can remove the flair die and just punch the hole also. They will punch up to .063 aluminum, and 16 gauge mild steel, or 18 gauge stainless. You don't need the press to use them. They can be punch/pressed by punching a threw hole, and the mounting the punch with there nut , bolt , and bearing , and the just use a ratchet.
